As much as I would want it gone I can understand why that they have it. Personally I think the 7 day timer or whatever it is to reset the ransack is WAY too harsh.
It should reset after 1 day 24 hours exactly. Not everyone plays in groups and it's sad I had to use my second account sometimes have more of a chance to get some items often still I don't even get them, but drop rate is a different discussion.
It's not like this would make the items any easier to get anyway, just cuts down on the downtime for waiting to grind them again.

I very rarely ransack a chest, but still, its a personal choice to keep farming the same quest over and over again and I see so problem with people doing it if they so choose. Just as has been said above, if you really want something in the current ransack system, it just takes you weeks or months to get it instead of a couple of days.
Of course you can re-roll but that costs you real bucks to do so. No one seems to get it that different people do things differently than others. Some view doing the same quests over and over again as boring and causing game burnout, others simply dont, and if that type of play gets them where they want to go faster, then why penalize it?

Not everything here will work for everyone. But much of it will work well for most people. Always shoot for getting all three. Don't do XP runs to level up, and favor runs to get some other goal later Get them both along with some good loot in every quest you run. Use the quest chart under the star icon, hereafter called the "star chart" to track what you have already done. Never redo a quest at the same or lower difficulty unless it is particularly fun for you.
Play a Cleric. The demand for Clerics is very high, as they make it easier for all other classes to succeed. If you play a Cleric, you will be able to spend less of your rare game time looking for groups.
And, in most cases you will be able to control what quests the group will do, allowing you to avoid repeating quests that you have already done.
Don't go for the bonus XP such as "conquest" or "ransack" unless it is really easy. In one hour, you might be able to run 4 quests quickly and without bonuses for a total of 10, XP. If you are struggeling with quests, go and hire a hireling to help you out. A Cleric hireling will do wonders to keep you alive in tough situations.
It is possible to earn some DDO points but earning favor. This takes about 30 minutes and can be done once per server for a total of DDO Points. When leveling F2P you will probably be doing most of the available quests several times. See the full list of F2P quests on the Wiki. First life leveling differs from TR leveling in that you are a bit weaker but will need less XP to level up.
Normal or Hard will do fine, but you can up the difficulty if possible. You can follow the quests listed in the True Reincarnation Leveling section below on your first life, but just lower the difficulty as you wish. Since leveling speed in DDO is much determined by the speed you can complete a quest it will go faster once you learn all the different areas and dungeons.
A tip for new players is to use the maps that are available for each quest on the DDO Wiki. True Reincarnation or TR leveling takes more time than leveling your first life, so having as many XP bonuses as possible is recommended here, and will be nearly impossible for F2P players.
When TR leveling you will be running quests on R1 or Reaper difficulty. It is important to invest in Reaper Enhancements here to increase the survivability of your character. When running a quest on R1, a rule of thumb is that you should be two levels ahead of the quest. So a level 3 quest on Reaper should be done at level 5. Some quest can be worth it to run different difficulties.
Quests in the list below will be marked with R for Reaper, E for Elite and so on.
